The ideal CB antenna would have a conductive plane at ground potential running off in all directions to infinity... The best you can do on a car is attach it right in the middle of the roof. Other places; ground it the best you can. If you want to do the rack, they do make "No Ground Plane" antennas that will do the trick. The Bandi mount, however, looks good
