Seems like a 4th Amendment problem on unreasonable search and seizure, but several rental companies install much more sophisticated devices for their tracking of use. Can't you see the traffic officer plugging in his device, download, prints the ticket, sends it to the county courthouse and state of origin of driver...etc. etc.
