Keep it slow and you should be fine. Lots of stock vehicles (including mini utes) out there without problems. Just use your head and stay out of potentially deep stuff. Follow the herd and it will be fine. If I remember correctly the ORV permit is for the national seashore only. Individual towns have their own permits. I know this is true for Orleans and Nauset beach. A call to the town hall should clear things up for you.
