Sorry if my comment came across as rude in any way ... it truely wasn't intended to be.
Yes, the pipes can get pretty hot, not as much when moving as sitting obviously. For the most part only a small percentage of the heat is transmitted to the adjoining surfaces, if the pipe is tight against the bumper more heat will be transferred than if there is a gap (heat doesn't bridge gaps well as it has to raise the ambient air temp first and also compete with air flow). The area immediately around the pipe might get a little warm, but with a surface area as large as a bumper I would expect the heat to dissipate rather quickly and not build up to a point where it would be a problem.
For my personal installation, I would probably want the hole in the bumper just big enough for the exhaust and use some sort of tip to finish it off nicely (not sticking out too far though), and that would also mean a little less heat transferred to the bumper.
