Call me a skeptic, but this bill stinks of political 'quid pro quo'!
Sen. Orin Hatch of UT is a pretty powerful senator, yet he does not introduce this bill...prolly political suicide. So cronies from NY and IL, introduce this bill.
Whilst, I imagine Sen. Hatch will introduce 'unpopular' bills affecting NY and IL.
