When I spoke to the people in Olympia, you will have to have permits for WA if you are a WA resident wanting to off-road in WA. You can buy the OR ones if your an out of stater and can only off-road in that state since you're not a resident there. OR will allow permits from these states:
Alaska, California, Colorado, Idaho, Illinois, Indiana, Missouri, Montana, North Dakota, Pennsylvania, South Carolina, Utah, Vermont, Washington, Wisconsin.
I would rather have my home state permits because if I happen to go out here, I would rather not risk getting a fine for not having the proper permits. Upon closer examination of the decals this morning, you get replacement tabs for your license plates (month, yr) and an OHV/ORV plaque that you place on front and rear of your vehicle.
