The law states that all vehicles either licensed for on-road use or licensed for off-road use are valid in Washington for off-raod use if those states reciprocate and accept Washington licenses and tags.
For those of us that use motorcycles in many states it is very convenient only purchasing one tag and the states recognize that. The same applies to watercraft. Purchase a tag from whatever state you want, regardless of where you live.
Don't expect the DOL clerks to know the law or how it is applied.
