Can the 55w bulb in the FJ/Hella500 be replaced with a 75w or 100w bulb?
Basically, yes. It uses a standard H3 55w bulb. THe only issue is the capacity of the stock FJC wiring circuit, and the heat generated by the higher power bulb. As a rule, double the wattage = half the bulb life, all else being equal.
We have been upgrading the factory TTs with PIAA Extreme White H-3 bulbs, which draw 55w (so no wiring/heat issues), but put out the halogen equivalent of 110w. Very nice upgrade, with no heat / overload issues...
For the daring PIAA has a more powerful version of that bulb - draws 85w, puts out halogen equivalent of 135w !!! That's a 45% increase in current draw, so I don't know how much "extra" room Toyota put into that circuit. Most vehicles it's no problem, but the bulbs won't last as long due to heat.

Would it be bad to put driving lights on the roof?
No - most roof top lights are "driving" lights - narrow beam focus to shoot the light longer distances, requiring more lights (most use 4) to increase the effective "spread" of the beam.
I don't suggest using Hella 500s on the roof - not because their driving pattern is a problem, but at 55w, and with a thin plastic housing, you won't get enough light output, IMO, and they are easy to break with only minimal debris / obstacle contact (branches, etc..).

ok so what exactly was toyotas reasoning in putting those jokes for fog lights on the mirrors? when i drive i feel like they dont do anything am i wrong?

They're not fog lights. They're marker lights so when you are offroading the spotter can see the farthest most outside point of your vehicle at night. ...at least that's the best theory that I've heard .
