It appears that the portion of the bumper that becomes truly vertical is fairly high off the ground. Many states have enacted laws (some fairly recent) that truck bumpers must meet a minimum height standard. When cars are tested in safety crashes the front and rear bumpers provide some of the credit for the vehicle safety rating. When a truck with a high bumper rear ends a car the safety factor of the cars rear bumper is negated. This is the reason many states have enacted with law and the reason for my question.
