Passenger side at the weld seam is 3/8"
Drivers side at the weld seam is 5/8"

I do have those same marks from when my tire was out of balance. Not too worried about it as it is hard to see and i have some touch up paint.

That was the measurement under the turn signal to the part of the bumper that has that weld seam. You want me to go measure from the bumper to the plastic fender???

on the corners, if you look, the bumper starts to curve down close to the plastic fender. From right where it starts to curve, to the plastic fender:
pass side: 7/8"
drivers side: 15/16"

Looking at your 2nd and 3rd picture, you can see the exact spot i am talking about, right where it starts to curve.

i didnt take any measurements but i can tomorrow if you need them. i have quite a bit of space with no rub as i mentioned. the rub marks that you see are from the stock bumper.

i can take better pics tomorrow in the daylight also if you need comparisons and pics from underneath if you need.
its hard to take pics at night.
