Most repeaters are set up by individuals or local ham clubs. The only "government" ham repeaters are for dedicated RACES, ARES or other emergency uses which are very few and far between any more. Mostly because clubs and individuals have covered almost all of the populated areas around the US

The local favorite repeater around here is on Mount Pilchuck (WB7VYA 146.920- oe 123) and it is also a RACES repeater.
