Light rust is not a big problem. It should be taken off before painting. Rust helps breed more rust. The conversion coatings may slow it down, but it never goes away. It would be best to blast them and spray them with a couple coats of a good primer and paint. I would at least sand off the current rust and get a coat of protection on there before winter. If the roads are salted in your area, rust pits will form and they are harder to deal with.
