I would try and weld some slugs on to the ends to cover up the air gaps to get rid of the whistle.
It you still want a new one All Pro has one, there are a couple forum members that are making some pretty sweet looking Baja style light racks Uphill has one from another company. I have the All Pro one still haven't finished wiring I am lazy and to big of a chicken to drill the hole in my roof so I haven't finished it. but other then the lights not working right now it is nice. But if I was doing it over I would go with one of the Baja style light racks and mount it on top of the rack with an actuator that will fold them down and have an air dam in the front if you can understand what I am saying.
