The Baja style light setups look great, but aren't they very expensive? Also, why the need to fold the lights down, is it for noise reduction?

Noise and drag. Some people have seen a couple mpg lose with adding big lights up top there not very aerodynamic, so if you can fold them down when not in use you will get that mpg back and also lose the wind noise. Definitely not needed just a nice thing to have.
