Sorry to hear about your trouble. Because the dealer was not exporting it, nor was he selling it to an export agent (you're not a dealer are you?), it would seem to me the the newbie GM was on a power trip and stepped beyond his bounds. As far as any legal recourse, I'm afraid I have no experience or advice to offer.
