Ruebarb, I talked to James about them this weekend when I was installing them. He told me the same thing.
My personal opinion is to leave them on. The Expedition One bumper covers them. And leaving them on doesn't hurt anything. Taking them off is just needless work.
That's my 2 cents. Otherwise, that's a good PDF and one that anyone who needs to remove the bumper for any reason would find helpful.
