I think you answered your own question when you said that you will do minimal offroad driving. Unless you want the offroad package for style and/or looks, just go with the upgrade package with the 17" wheels. I will save you some up front money. I don't think you will get the extra value of the offroad package when time comes to trade in your FJ.
