I believe that is a Army Corp of Engineers amphibious vehicle
I think they have more than 1 out here
First time I saw that thing was quite a few years ago.
The thing was in the water and heading for the beach
We had no idea what it was at first
We all thought it was some drunk or otherwise incapacitated persone about to run their boat aground.
As soon as it got closer we could see the wheels and watched it drive out of the ocean and onto the beach and then into the parking lot
