You may have them too high? Fog lights should be low to the ground.

At one time it was the belief that yellow helped to cut through the glare. I think that thinking has gone by the way and it's a matter of preference more than anything else. I don't really like the yellow for the same reason you mentioned. ...but fog lights should be as low to the ground as possible.
