Here's a list of a few headers. Mufflers for the most part won't have a C.A.R.B EO number becuase they are considered to be "like" replacements that have negligible effect on the combustion process. Catalytic Converters will have there own C.A.R.B. EO number:

do a find command to locate the one's for the FJ. Bottom line is that there are plenty of parts that are legal nationally. When in doubt, just do some research on the manufacturer's site or the C.A.R.B. sight. I keep all the numbers and info together in a binder for my other truck that the only thing stock is the lower half of the motor. Never had an issue that wasn't resolved by referencing the binder.
