Um, that doesn't make sense. To be emissions leagal, it needs to have a C.A.R.B. certified.

ARB Aftermarket Executive Order - Search results.

Here's a list of a few headers. Mufflers for the most part won't have a C.A.R.B EO number becuase they are considered to be "like" replacements that have negligible effect on the combustion process. Catalytic Converters will have there own C.A.R.B. EO number:

do a find command to locate the one's for the FJ. Bottom line is that there are plenty of parts that are legal nationally. When in doubt, just do some research on the manufacturer's site or the C.A.R.B. sight. I keep all the numbers and info together in a binder for my other truck that the only thing stock is the lower half of the motor. Never had an issue that wasn't resolved by referencing the binder.

ehh.. last time I checked, carb is only for california.. you can be emission legal in other states that won't be legal in cali.

LOL, i thought we're talking about performance parts here and not replacement parts yes, you can find plenty of non oem, replacement parts that are perfectly legal from autozone.

LOL, i thought we're talking about performance parts here and not replacement parts yes, you can find plenty of non oem, replacement parts that are perfectly legal from autozone.
I was talking about both. If you look through those links you will find the likes of Doug Thorley, JBA, AirRaid....and on. Also other states have adopted California Smog laws. Thus, they would also have to have a C.A.R.B. EO number.

Anyways hope this clears up something. To the OP you might go down to one of your local "reputable" performance shops and ask them what's legal in your state. They should have a good idea of what you can or can not do. They deal with this issue on a daily basis. I believe you said you were located in NJ, I know for sure that the JBA's are C.A.R.B compliant so you should be good with those (warning, broad statement ahead: if it's c.a.r.b. compliant, it will be legal in all states), I'm guessing the summit headers posted above should be safe as well. You'll have to check on the y-pipe or long tube headers. Any out of the box cat-back exhaust system should be cool.
