Remember the fuel pump change is only necessary if you are asking for more than it was designed for.
The TRD system was designed to work fine with the stock fuel pump.
Get an Ultragage, or Torque, or something similar that reads engine information off the OBDII and confirm your air/fuel ratio at WOT for yourself after installation if you want to be sure. Then decide.
Regarding the smaller pulley: just remember that the farther you deviate from the "stock" supercharger system design the more you will tend to shorten the life of the engine. How much? Who knows. Just saying that the TRD design ought to work for 100, 200, 300k miles on a healthy engine. There is no real harm in having fun, just realize that having more fun than designed will have, at some point, consequences.
However, just like a 2 or 3" lift, and huge, heavy wheels/tires (35", for instance) will shorten the life of the entire suspension and driveline doesn't mean that you shouldn't do it, just be realistic about the tradeoffs when you do.
