Where is the best place to have this done or does anyone around here no how to do it? id be more then willing to pay!

I vote you do it yourself and just find a buddy who can weld a plate back on for you. There are plenty of threads here covering how it's done and you can ask as many questions as you need! Many people have done it with a basic angle grinder and a metal cutting wheel. If I ever have to do it, I'll likely be doing it that way.

Alternative methods are plasma cutter (you have to have access to one, but works probably the best out of all of the methods) and oxy-acetylene torch. I'd stay away from the torch because it's likely to heat the metal up enough to make the big rubber isolator catch fire.

a saw-zaw (reciprocating saw) work real good as well for the removal less than 2 mins each side.. once you figure out the angle.
