You have to be careful about creating too many areas. You can area yourself to death and create a million areas, but its confusing and makes it harder to find what you need.
Also, wouldnt the "Do it yourself" area and "how to" area be the same thing basicly?
The whats new area, again, I think is unecessary. I think a single thread that says "we've changed the following" is all we should need. A post to keep track of all changes.
The other sections I think is a good idea.

1) Then you might as well not post the thread...it is going to get buried in the forum and it is going to get lost.
2) I don't understand the "too many areas" arguement...We can put in a super off topic and breakout of regions into specific areas, but we don't have room for new areas for discussing FJ topics?
3) My thoughts on do it yourself were for the various installs and stickys posted...would generate more members to post their topics in a dedicated area than just Admin selecting one or 2 "good posts". Also different from slef help...whihc is more at rying to fumble through forum operations and activities. As a newbie at one time, I can attest that if you're not a super techno, doing just basic posts can be challenging.
4) I disagree with the amount of traffic...I actually think it will be one of the higher trafficed areas. This site lacks any comparison to any other vehicle of similar class and function. Sure, if you scrolled through 1,000 posts, you might find that JEEP owner who will make one comment about it compared to an FJ. I say give it a try, and if it doesn't work out, remove it...
5) Thread versus topic area...if I was an admin guy then I might say thread as well. If I was the noob, I definitely would say topic area. As an addict, I'd say topic area because it is easier for the members to find things. so that makes the vote 2 out of 3 for a topic area

As much as I hate it, the elcova does a better job IMHO of making it easier to navigate to what you want...I essentially go into a huge @ss topic are and then hope to god that someone posted to that thread within the last day or two so I don't have to dig through page after page of threads...
