Tack welding is recommended, but I personally have never tack welded slip joints. I am no exhaust expert though. Usually the pipe clamps suffice on their own, in my opinion. Instructions are below for your review

I am sure if you own some WD-40 and an array of wrenches you could likely pull this off. If it is your first exhaust fitting leave some extra time to ponder. The first one I did was my TRD and it was fairly simple. Bolts on. After that my buddy and I got brave and did a full Downey system on his 90 4Runner. That is a very involved generic kit that requires many custom cuts. Like anything, if you follow the directions and give yourself some time to understand any thing that isn't clear in them you'll enjoy the install a lot more.
As for the HP and MPG, generally you will see this with any less restrictive exhaust. As for how much I can't say. Perhaps the forum has testimonials or dyno pulls but I don't know of them off hand. JBA has done no formal dyno test as yet, but they know how to design exhausts. Here is their dyno page, only the Tundra is shown...
