If there was a round in the chamber and the weapon was c0cked,
then the safety should be on. However, that wouldn't be a safe way for carrying/storing shotgun.
The best/safest way to have a personal defense slide-action shotgun "at the ready" until time of usage, is to have rounds in the magazine tube,
no round in the chamber, and the hammer
down. (If the hammer is
c0cked, the slide-action will not cycle unless you go fumbling for the slide release button . . . . which isn't always that easy to find in an emergency/stress situation.)
However, your concern for firearms safety is appreciated and should be practiced by more people out there.
