Projector lights are better for using HID lamps, but are not directly related - you can use projector lens with halogen bulbs, or they can be designed for HID capsules. So HID projector lens would likely cost more than an HID retrofit kit alone. FYI, HID capsules and halogen bulbs require different reflectors to perform correctly, so a lens assembly for a halogen will not be optically correct for an HID...

The FJC uses a complete headlight housing assembly, rather than a headlight lens/reflector assembly alone, so a complete dedicated housing kit would be needed to accomplish what is shown in the picture, and that usually means $$$$. Where was the pic found ? Or is it a photoshop job ?
