That's what I finally figured out what the WA DMV was trying to tell me. This thread confirmed it.
However, if you insist, they (WA DMV) will happily let you pay it and give you some whacky stickers.
When I spoke to the people in Olympia, you will have to have permits for WA if you are a WA resident wanting to off-road in WA. You can buy the OR ones if your an out of stater and can only off-road in that state since you're not a resident there. OR will allow permits from these states:
Alaska, California, Colorado, Idaho, Illinois, Indiana, Missouri, Montana, North Dakota, Pennsylvania, South Carolina, Utah, Vermont, Washington, Wisconsin.
I would rather have my home state permits because if I happen to go out here, I would rather not risk getting a fine for not having the proper permits. Upon closer examination of the decals this morning, you get replacement tabs for your license plates (month, yr) and an OHV/ORV plaque that you place on front and rear of your vehicle.
ORV stickers are for ORV parks. Doesn't have anything to do with federal/state parks. And for WA: You do not need to register a on-road vehicle (FJ Cruiser for example) for off-road use. Only ATV's and non-street legal vehicles need that type of licensing in WA state.

They knew it was a currently registered vehicle and would be used as on-road and off-road transportation. We'll see what happens when I either place the tabs on my vehicle, or I'll call Olympia again on Monday to confirm it. Olympia was the one who told me about the ORV tags for on-road/off-road vehicles and could be obtained at the DMV. I'm guessing that not too many people around here do it and that's why they have no clue????
I looked up the wash. Revised Statute awhile back and it said that if you have a valid permit from another state you are good to go. I Didnt see specifics on Wa. residents in that section but the rest of us are ok.
The law states that all vehicles either licensed for on-road use or licensed for off-road use are valid in Washington for off-raod use if those states reciprocate and accept Washington licenses and tags.
For those of us that use motorcycles in many states it is very convenient only purchasing one tag and the states recognize that. The same applies to watercraft. Purchase a tag from whatever state you want, regardless of where you live.
Don't expect the DOL clerks to know the law or how it is applied.

So then, where is this license required? There are no permits required on ANY of the forest service roads. I know that Horn Rapids ORV park does not require any permits/special licenses. Just that your on-road vehicle is properly licensed, and that your off-road vehicle is properly licensed
When I was at the DMV they looked up the regs and it said that a legally licensed on-road vehicle was not required to have this off-road license (LICENSE, not a PERMIT) to operate off-road. Only vehicles that were not street legal needed them for off-road use.
Basically it's a license for off-road vehicles. A street-legal vehicle (like an FJ) is already licensed and does not need to be re-licensed for off-road use. Washington does not have ORV permits like Oregon, or most other states do.
If you talk to Olympia again, have them point us to the law on the Net so you can hotlink to it and we can know for sure. I still think you bought a license you did not need.

There are none for WA residents from everything I have read. There are apparently no ORV/OHV permits is Washington. You do have licenses for street-legal vehicles and licenses for off-road vehicles, but a street-legal vehicle does not need an off-road license.
The DMV told me that as long as you're licensed then you're okay anywhere in the state. However, if there happened to be a park that had special rules then you must abide by them, but there are no ORV/OHV permits requires by the state.
Talk about obscure!

County and State run ORV parks not Federal land nor private land/privately owned ORV parks.

Meh! Well I'll call them again on Monday and ask them why they sold them to me. Now I think if I get my plates ran, they will become confused and pull me over for it??
I think some of the confusion is in the various verbage used.
For Washington State:
DOL - Dept. Of Licensing
ORV - Off Road Vehicle
ORV License - It is a license to off road, but it is not a license plate. It looks like a large month/year tag for a license plate...essentially a numbered sticker.
