S.22 Omnibus still being held at House desk?
For those wondering why the Omnibus Lands Bill is being held at the desk in the House and not voted on - the following is from an article.
"The National Rifle Association's demand for an amendment to ensure a large lands bill doesn't add restrictions to guns on public lands prompted the U.S. House of Representatives to put off a vote on the bill ...
...supporters of the Omnibus Lands Bill were negotiating with the NRA to find a resolution that can keep the bill from hanging up. If the bill is amended then it would have to return to the Senate.
There Oklahoma Republican Sen. Tom Coburn has vowed to filibuster the bill, which combines more than 150 land bills. That would force the Senate to use at least a week to overcome his delays..."
Enviro groups were demanding the vote this past week. I'm sure they are "spitting bullets"

Giant Omnibus Bill Goes Down by 1 Vote!!
Greg Mumm, BRC's Executive Director, just called me from Washington D.C. He told me that the infamous Omnibus Public Lands bill, commonly known as "S. 22," failed by 1 vote in the House.
The Omnibus Public Lands Management Act of 2009 had been fast-tracked through the U.S. Senate and had been expected to pass the House earlier today. Tell me one vote doesn't count! The bill is over 1,200 pages long with over 160 different bills, designates 2.2 million acres of Wilderness, identifies three new national parks, 10 national heritage areas, and designates over 1,000 miles of wild and scenic rivers.

I was just reading that in our local paper! This means, locally, that we will still have access to The Badlands area just east of us.
And 2 million acres will stay as accessible BLM land, as God intended....!!!

Greg Mumm called early this morning with an update on the Omnibus Public Lands bill. I thought I'd pass it along to our Action Alert subscribers. Greg said there is a lot of uncertainty about where this massive bill goes next. Greg wanted me to caution BRC's members: the omnibus package is far from dead and the Wilderness lobby is working hard to jam it through without the normal congressional review process.
An article by Noelle Straub and Eric Bontrager from E&E news (E&E Publishing -- The Premier Information Source for Professionals Who Track Environmental and Energy Policy.) quoted West Virginia Congressman Nick Rahall as saying he knew the vote was close, but that "a lot of groups came out of the woodwork" in the final days leading up to the vote. The article also quoted Utah Congressman Rob Bishop as saying it was a mistake for the Senate to pass such a large package. "If they have to lump these bills together, they could easily pass it by removing any bills members object to, which would truly make it a noncontroversial bill," Bishop was reported as saying.
In order to be passed, normal House rules would have to be suspended, which require a two-thirds majority vote. The final vote was 282 to 144, one vote short of the 2/3 margin.
Straub and Bontrager reported that an amendment to ensure no public lands were closed to hunting and fishing, offered by Pennsylvania Congressman Jason Altmire, was a key factor in the vote. The story also speculated on possible scenarios where the bill may still pass under "closed rules."
It is clear that the legislation contained in the omnibus package is not dead. Worse, possible scenarios are being considered that will prohibit full review as well as opportunity to offer amendments.

Omnibus Public Lands Bill is still alive and to be voted on Monday March 16!
Thursday 12 March was a sad day for Americans who enjoy traveling the great outdoors and for international observers of the US law making process.
One of the biggest land use Bills, the once named Omnibus Bill, now tacked onto H.R. 146, has been engineered in Congress to allow minimal discussion despite its complexity and huge implications to 4x4 recreation, energy resources etc..
It is vital that you call or email your Senators and representatives immediately, to demand that they vote NO to the passage of H.R. 146 in its present form. The House votes on Monday afternoon.
The irony is that H.R. 146 is the Revolutionary War and War of 1812 Battlefield Protection Act Bill, to recognise those sites in US history where citizens died for their beliefs.
