That depends - that area is designed to be a crush zone, to help deflect the force of an impact from affecting the passenger compartment. If the bulge was a result of the front end impact, it was just doing it's job, and you should seek out a body shop and your insurance company. If the bulge was there previously, talk to your dealer....

Sorry to see that rotorhead1, do you know if you had it before the hit? Looking back at the picture you didn't do much damage to the bumper, I would hope that didn't cause the bulge.

Tell the dealership that the fender bulge caused the nose to dive therefore causing the front bumper to unfortunately colide with a rock causing the related damage.

If I were you I would call Toyota USA and let them know that you are aware of the reoccuring problem on other vehicles and now you have noticed it on yours. It is certainly worth checking into.
