Exclamation Folsom Meeting notes, Q&A **Must Read**

Notes from the meeting (I’ll try to keep my personal points to the next post):
EIS = Environmental Impact Statement
DEIS = Draft Environmental Impact Statement
N/A = No Answer!!!


They have everyone sign in and get a name tag (those were funny), pic up a CD with the EIS and handouts.

Started going over the agenda, introductions, and rules for the Q&A period.

Jason Neldo (Travel Management Team Leader)
• power point summing up the DEIS and saying their choice is Alternative D.
• received 45 letters/comments in writing so far and 90% of them weren’t specific about why they didn’t like the alternative.
• The process has to be done (mandated) by the routes mapped are discretionary to the specific forests supervisor
• The goal is equal recreation for all forest service users

Q&A period….Some questions weren’t answered or were so vaguely answered that I couldn’t even figure out what to write down.

Q. Where is the money going to come from to enforce the trail closures (ticketing, signage, etc)
A. OHV Funding and asking volunteer groups to help

Q. If trails are so bad to maintain, why not build new ones to standard?
A. Not part of their plan.

Q. In the terms of the lawsuit constraints, the judge has stated the the Forest Service Supervisor can grant an extension for this project, why hasn’t he?
A. N/A

Q. Map errors, how do we comment on the routes when the routes are marked incorrectly on the draft?
A. They will be correcting the routes on the Final EIS, the draft was so people can comment on them.

Q. Land is for use not isolation; reducing access to the growing community of OHV. How do they plan to deal with the overuse of land and illegal activities.
A. [sorry I can’t read my writing] something about mandates. Read: didn’t answer the question

Q. Why close the routes when the ability to reopen them is next to nil? Talked about people with disabilities. Why not Alternative B?
A. N/A

Q. Is there a process for adding routes in the plan?
A. “After the plan is finalized we can talk about the process for adding routes” Time restraints, not part of the scope of this project.

Q. Trails that were already marked as closed were not included in the inventory on the maps, why?
A. N/A

Q. Why aren’t historical trails included in the map or taken into consideration when closing the trail?
A. Historical to them means “historically popular”.

Q. If this process is to happen every year, how do you keep the personal agenda of the powers that be out of the process?
A. This is what they get paid to do.

Q. Where does the money from the green sticker program go?
A. Agency’s apply to receive those funds.

Q. How do you maintain the area so that it doesn’t get overused by everyone being forced to use a limited amount of trails (reference to mammoth bar closure)?
A. Balance protection.

Q. Jason, you said in the beginning of this meeting that you are closing trails because you can’t afford volunteers. If you can’t afford them now, how can you afford them later (referencing answer to Question #1?
A. Most of the maintenance can only be done by the Forest Service personnel.

Q. Is this process so that we can appeal and sue later?
A. It is my understanding that you have to do all you can and exhaust administrative efforts in the process that is defined by us so that you have grounds to sue.

Q. Is there a permit system planned in the future
A. We tried to do it for the Rubicon by it is a county road now so we can’t. It is not part of the plan now.

Q’s There were many questions related to seasonal closures and hydrology/statistical data
A. See chapter 3


The meeting ran longer than 9pm. The Q&A was just sad and those present were very frustrated.

There are 5 alternatives. This one has 5 months of seasonal trail closure, 844 miles of roads and 217 miles of trail for public use. Supervisor has not been present at any meetings. Apparently his father is dying.

This question was asked in round-about ways 3 times. This was the only “real” answer that came out.

Wut?? The area is no longer going to be “pretty” when up-teen hundreds of OHV users are using a small little area.

The Recreation Officer (another job I want!) even said they were concerned that we weren’t going to be careful about what plants went where (erosion control). Basically implying that we didn’t care for the land…most of the people in there were volunteers already that helped with other projects!!!

Hoo, boy! If this isn't government confusing the people with untold mumbo gumbo! How can they not afford volunteers? By definition they work for free. You need ONE person to manage them.
It had to have been frustrating for you to be in that meeting and listen to them walk you through the maze of gov't language. And I know you WORKED for the gov't so you have an edge, somewhat.

Please keep us updated as to what we can do and if there are letters we can write, if there is a specific language to use. And if there is anything any of us can do from our computers!

Good luck and thanks for taking the time to attend that meeting. Come November I'll join up and get more involved!

Spicer Shelf, 9N12B
Hell Hole Trail
Park creek rd.
Blue Gouge Mine rd.

North South Rd.
Light Canyon Rd.


Rubicon specific (Rubicon is a county road, but the camping places are spur trails):
* Old True Sluice
* long bypass north of Little Sluice, feeds into Thousand Dollar Hill
* bypasses near Devil's Postpile
* spur routes near Buck Island, especially below the dam
* McKinstry access to Ellis Creek
14N05 needs to continue
14N34B needs to be returned to the map.
NSRELD63K is a County Road. Old Sluice
NSRELD63Ka
NSRELD63Kb
NSRELD147N is Gatekeeper. The road on the map is the bypass we blocked on June 30th.
14N06 needs to connect to 14N07 for fire escape safety.
River access for camping opposite NSR1408A needs to go to the bottom of the hill.

and vote no for seasonal closures.

Here is a map break down of the proposed plans for the Alternative A-E. They dont see Alt A as an option. They are supporting ALT D. Look at the difference between the two and how many trails go away...
