The best thing for 'roids is to reduce the forces that tend to exacerbate them in the first place. If you have to "strain" to go... you exert some nifty hydraulic pressure across the anus and all the veins under the skin get pressurized up, forming hemorrhoids... at least that's the theory...
The use of things like Metamucil or other stool bulking agents makes it much easier for your colon to "grip" and move things, so that there's less straining and less hydraulic pressure. It's a lot like using a big fat pen versus a skinny pen which is more tiring to hold onto while you write.
American food is massively hemorrhoid-o-genic because we eat things that are LOW RESIDUE like meat and starches which are fully absorbed by the body. If we were heavier on vegetables, there would be much more indigestible bulk mixed in and the stools would naturally be bigger and easier for the colon to move without using pressure.
As to an over-the-counter recommendation on stuff for jock itch... I'm of the opinion that they're all interchangeable. I have very little experience in the matter, personally... having only had a couple of bouts of athletes foot when I was in high school and college that responded immediately to whatever it was that I used.
