Being a bike rider both dirt and street and an EMT I actually have stickers on my helmets that warn people not to remove my helmets. Loosening the chin strap is ok but do not try to pull it off the persons head.

The sticker on my helmet also has my blood type, and "Warning, contents under pressure".
Setting aside the shear idiocy of that action this is a very good place to remind everyone. If someone has an accident while waring a helmet what ever you do DO NOT REMOVE THE HELMET! Let the EMTs or other qualified personnel deal with the situation.

One question...
What if the kid in the video had stopped breathing w/ no pulse and assuming someone was CPR certified should you still not remove the helmet how would you administer the breaths?

Me and my son (who is 7) was doing this same thing using his 4 wheeler. We were not going NEAR that fast but he had a blast ridding on the pallet, errr so did his cousin. I guess I'm a bad uncle.

The latest AHA & Red Cross "civilian" CPR protocols do not call for rescue breathing only chest compressions. The pressure on the chest from chest compressions is enough to collapse and inflate the lungs. That and so many people do not do rescue breathing properly it caused more harm then just compressing the chest.
So to answer your question - no there is no reason to remove the helmet.
