Even Philip Morris calls it littering and sponsors clean-up programs to help combat the problem. I seem to remember a story where they were doing research on ways to use the collected cigarette filters. Turns out it works great in concrete reinforcement.

Cigarettes, gum, paper, cigars, plastic bottles full of urine, ashes from the tray, apple cores, etc. etc.
Throw them all on the floor in your house instead of outdoors if you honestly feel it is not littering. Get back to me in 6 months and share a picture of what your home looks like.
After that, you will not be allowed to pick the litter up. We'll increase your state and federal taxes to pay people to come into your home and pick the trash up. After all, that is how it works now.
Totally littering...I don't see why people can't keep their crap to themselves. Is a cigarette butt (or any other trash) that hard to store until you find a suitable trash can? Littering is one reason why I hate people.

It would be great if I had a clue, but let's face it, that's just not gonna happen.
Of course it's littering...and in Arizona, it's freaking super dangerous....we had alot of "green" this winter/spring....which is starting to turn brown.....the whole state is going to go up in flames with one thrown out butt!
And this coming from me and my husband - who smoke, well, I am on a 'break', but we have a water bottle in the truck that is our ashtray.

Yes, it is.. All anyone needs to do is break off the filter and place it in their pocket; field strip the rest. The filter (litter) and the coal's (fire) are the specific problems. Ron

IMO, yes. Does this bug the **** out of anyone else? I don't like seeing it in traffic (especially on days like today where it's windy as hell and nice and dry with lots of tender here in the desert). They're almost always LIT too.
I don't approve of it on the trail either, but I see it all the time.
Am I completely off base here? Smokers seem to think there's nothing wrong with it.
What does the law say? Littering or not?

One of my favorite stories is of a guy named Bob in Norcal he was on I believe the Rubicon trail when some a hole in front of him tossed his butt out the window. At which point bob exit his truck walked up to the person who did this in his vehicle picked up the lit but and tossed it back into the guys vehicle. Followed by a few choice words. The guy was embarrassed and ashamed. I think he got the point though
Yes it's littering! One more thing. People, please be responsible human beings! The only real outcome of this thread is to stir up some action. What is the point? You already knew that most people would come back and say "Yes, it's littering" but we got a surprise twist with FJ Dave's post on the law stating that anything you dispose of other than water is littering. So instead of seeing follow-up posts like "Oh, I didn't realize that was littering, I'll stop immediately" you see posts like "I'll take my chances" WTF? You want people to stop littering cigarette butts but your not willing to follow the law yourselves? You are just as guilty no matter what justification you give. If the owner of the land e.g. BLM or U.S. Government (National Forests), state parks, etc... require you to "pack it out", it means just that. Take out all of your trash including bananna peals, apple cores and cigarette butts. I used to be a litter bug with the ocasional fast food or cigarette but out the window before I learned the definition of the word integrity. Now, I do not intentially litter anything and when off roading, I will often go out of my way to pick up others trash and dispose of it in a trash bag I carry in the car. In the Marines, before leaving an area, we used to do a "Police Call" walk in a straight line arms distance apart and pick up any trash before leaving the area. They have a saying when doing this "if it don't grow, it goes" lastly, Please don't take this as a personal attack as it is what it is, my opinion on littering and that's all.
