Not all FJ's come with the floor mats so possibly its easy to put the harder one to install on and leave the the other off in case the customer doesn't get the mats? Car manufacturers don't always make sense
Wow. That's really scary, hopefully they will stop trying to buy time and make a recall or tell people to stop driving their cars or something. That's just not something you blame on the floor mat.
Just because I never tried it but. Could the key have been turned off?
This vehicle had a push button start. All the rage now. As others have said it might lock the steering wheel when turned off. With a keyed ignition, you could turn it off and then quickly turn it back to the accessory position so the steering wheel will still rotate. Not having a service brake is not as big a deal on the highway as long as you have steering and a parking/emerg. brake.

According to what I heard, the floor mats were from a different vehicle and placed on top of the carpet mats. The car was a loaner from the dealer.
As far as the electronic brakes not working when the engine is shut off, there is enough residual pressure in the nitrogen capsule to stop the car about 40 times with full assist before the power assist runs out. The brakes will still work, but with no power assist.
Typically the brakes are much more powerful than the engine and have no problem overcoming the drive energy and stop the vehicle, even at full throttle.
Unfortunately, the car crashed and burned, so much of the evidence of what really happened is probably gone. It is unfortunate and tragic that this happened. I think the dealer has more liability than Toyota.
I used to drive a '93 grand am and one day about 11 years ago the serpentine belt snapped and wrapped around the accelerator cable causing it to stick. Good thing I thought quickly enough to put the car in neutral and shut if off/on, let the belt unravel and get to the nearest service station without power steering before the engine temp got too hot because the water pump no longer worked after the belt broke. All these systems tied together can be a curse sometimes. My 2000 Nissan Maxima I traded in for the FJ had electronic brakes that would not engage if the engine was shut off. That seemed kind of dangerous in my opinion to tie those systems together like that.
