Is the staic sound only when listening to FM or the CD or SAT or Ipod? You could have a voice coil rubbing on the magnet. This could be an indication of a slightly blowen woofer or a defect in workmanship. If it is on a CD, then take it back to the dealership and replay that song for them. Tell them this is just one of many songs it does it on. Also where is your bass setting in the head unit? It is also possible that you are distoring the speaker due to clipping the amp(s) in the Head unit. Try turning the bass down 2 or 3 dB and replay that song and see if it goes away. If it is FM, then it could be a siginal reception problem at that point there is not much you can do. The FM portion of the head unit sucks and everybody on the forum here will tell you that. This is where you might consider a new aftermarket head unit. Good luck man.
