TDEC is the state agency that manages the National Pollution Discharge Elimination System (NPDES) permitting in Tennessee. NPDES is basically Section 402 of the Clean Water Act (CWA). It regulates erosion and sedimentation into waters of the United States (and then passes that responsibility to the states through agencies like TDEC). Tennessee also has a specific program called ARAP (Aquatic Resource Alteration Permit) that is associated with NPDES and other parts of the CWA. I'll do a bit of research and see why they were closed specifically and see if I can explain it more.

Guess that puts an end to the theory that private ownership of wheeling trails means they'll be protected, huh?
Sorry to see you guys lose this.....but it does open my eyes to the fact that people pushing "private" parks out west to solve closure issues have no idea what they are talking about.

Unfortunately it does not matter whether it's private or public as far as that particular law is concerned.
Was talking to Jeff (owner of Coon Creek) about this the other day and he says it should only be temporary. Has alot to do with water crossings. His park has colverts <sp> at every water crossing. So far no heat has been placed on him.

Well, I got my new FJ and was planning to do use Woolys to explore the capabilities. Does anyone know where the next nearest place to Nashville is located that is open to the public?
