This is really a misnomer for several reasons.
Sirius does have the ability to broadcast video, or some video, and already have a device in the market (about $350) that does broadcast 6 chans. primarily geared towards children.
Here is the problem. Because of the bandwidth available, Sirius broadcasts at a very low frame rate, and at very low resolution. So much so, that they do not suggest viewing it on anything larger than a 6" screen, and even then having seen it, it's not great.
There is a reason KVH still gets $2500+ for the vehicle based satellite dishes. I would not hold my breath on this one.
