No and yes... the Park is open to anyone, but is run by Texas Motorized Trails Coalition, which aquires, develops & operates OHV parks in Texas.

I put it here because mostly the Texas peeps would be familiar, but I would encourage anyone who has visited the park and has an opinion on the issue to voice it.
