. Do you think one of those portable propane torches will cut it off? Just wondering what I would do if I was in that situation and Walmart is not going to be able to take the wheel off for me.

Have a spare so you don't have to worry about mounting a tire to the wheel.
As much as I hate walmart there every were and have just about everything you could need.
If you really want to be prepared get a set of tire irons or spoons they will work much better then a screw driver and lug wrench. Check them out here TIRE IRONS it still wont be easy but you will be able to do it if you have to. Its just like changing a tire on your bike only way harder.
CO2 is much safer at setting a bead then fire, not as cool or fun but much safer.
