It does come with all of the mounting hardware. I bought it approx 2 years ago, not sure if he changed the design. Bought it raw, unpainted. I'll see if I can dig up some pics on my FJ. I'd prefer to try to sell locally due to the weight and packaging options/cost.

I put one on my FJ yesterday. It is a TIGHT fit. I mean TIGHT! I had to use a bottle jack and rubber hammer to get it on there. Did I say it was TIGHT?
