DO NOT use the flat washer lug nuts from your alloy wheels, they are NOT safe. You need lug nuts with a tapered seat for your steel wheels. 12mm x1.5 is the right thread pitch though.

Cool. A stop at Napa got me going. I got a bunch of those acorn style open ended wheel nuts. The threads stick out the back. Looks pretty industrial with the steelies on there. They are heat tempered too. When pulling these other ones off they look like they have an external aluminum shell that bends easily. I didnt know car companies still did that... Weak.
Never run the factory lugs - meant for Toyota aluminum wheels - on steel rims. If you look closely at the steel rim, the bolt holes have a conical depression.
The Toyota lugnuts do NOT fit and WILL loosen up. You need an old fashioned conical-seat lugnut to ensure proper torque, and that the lugnut won't loosen up.
I got steel "universal fit" wheels with studded winter tires for my Prius, and aftermarket steel wheels with Toyo Open Country G-02 Plus studless winter tires, for my FJ. I was quite surprised that both vehicles use the same lugnut.
I got my lugnuts from NAPA here, according to the box they are:
M12-1.5 x 21mm
Part number #641-2042
For driving in winter, with road salt, the best way I have found to keep the steel rims from rusting is to spray a product like Fluid Film on the back and front side, before mounting.
I highly recommend the Toyo Open Country G-02 Plus as a winter tire. I only had mine on 2 weeks before Spring arrived, but on icy roads they really do work as advertised, without the studded tire noise.

And don't trust the dealership service department for advice on this topic. My FJ came with steel wheels - I brought the alloy wheels AND the correct lugs for the alloy wheels to the dealership for them to do the swap. They reused the lugs from the steel wheels.
Later, I told the service manager about this. His response: "How could it make a difference? They're both Toyota lug nuts". I had to teach him (based on info garnered from this site) how Toyota mounts an alloy wheel vs. a steel wheel. I went to Butler tire after that.
