DOT doesn't approve anything, the manufacturers build things to meet the DOT guidelines. The wheels are then are said to meet DOT certification. The DOT does not have a specific ruling for beadlock wheels, so declairing them illegal or the root cause of a wreck would take quite a bit of work to prove in court.
You can look on the DOT website and see all of the test procedures and specs required for various equipment.
I have heard that some states have bans on multipiece wheels, but to this day haven't been able to find any legislation confirming this. I have seen that some states require the load rating and mfg. name on the wheel. I'll have to search for the link to where I found that one.
