Christmas tree of lights

I am starting a new thread for this. So, My son's 08 is throwing the P0420 generic catalytic converter operating below threshold code. I tried the cheap fix of the liquid cat cleaner. It was worth a shot. I looked yesterday at the O2 sensors and it looks like the bank 2 sensor 2 is only reporting 0.075V back to the computer and only fluctuates a little. The bank sensor 1 is int he correct range when I compare to my 2012.

Could it be a bad sensor throwing this code?

If you are asking if it's possible that the bank sensor 2 is causing this code, the answer is yes.
