Fog lights and driving lights on front bumper WITHOUT brush guard?

I would like to install a pair of driving lights and possibly some fog lights without using the brush guard. Is this possible and if so, where could the fog lights be placed? Would I have to drill hole in the front bumper? I would put the driving lights directly on the bumper on either side of the TOYOTA logo.

My plan is a little radical and not sure if it can be done. But i plan on replacing factory headlights with BlackMagic lights from Hella and then installing in the lower gril XENON lights for fog...

Does that sound like something that can happen?

You can install fog lamps in the mesh grill area of just about any car. So it shouldnt be a problem.
