I used the Wagners on the rear a while back. The seem to work well and are quiet. The only negative was that when the shims were bonded on the "ears" where they ride on the pins , one was off just a bit. I had to file about 1/16" off. Not hard to do, but something to be aware of.
The hardest part of putting on new disc brake pads are removing the wheels. I have never turned a rotor on a Toyota. But I have never ran metal on metal and change them before they can score the rotors. I rough of the rotors with some 80-100 grit paper. put on new pads and go. The FJ is one of the easiest to change pads on. The emergency brake drum brakes should last thru a few sets of pads before needing replacement. A set of front bads are around 50$ and I always use Toyota OEM.
I put those pads on my FJ a week ago. So far no complaints.
