      Originally there were "tie down hooks" there which really were plastic grocery bag holders. If you have the rear cargo cover, it connects to these.

      I use those shopping bag hooks all the time. I didn't even realize that was what they were for until I read the manual. I bolted up some helmet hooks to hang even more bags on there. Got the idea from this video...
