Yes, the RC lift is a spacer lift for the front and a shock/spring for the back.
I'm not sure I understand the rational for waiting for the OME kit for the ARB bull bar. If you are planning on doing that, be patient and wait to do them at once. Otherwise, you will be paying to do the install twice or doing the install twice.
If it were me (at one time it was), I would try to figure out how long you would have to run with the lift before getting the ARB. If you can manage it, do the lift and suffer with the "rough" ride until you get the springs loaded up with the weight of the ARB...
