Not sure what its but some of the nuts holding the hood together are missing. The hood is of course in several sections not one solid-sheet metal so the front panel across the nose is detached from the frame holding it down. I need what ever it is to hold it down

Plastic Peeling Front Hood Bulge/Air Inlet Grille

Anybody have this thin film peeling issue on top of paint in pictures below? If so, how did you fix it? Any recommendations? It just started about a month ago and is progressing quickly.
