I've been looking online for an FJ online since low mileage ones are difficult to come by where I am in Northern CA. I found one I like that is a few thousand miles away. It appears to have carbon fiber wraps on the hood and front pillars. The wrap on the driver side pillar looks like it is peeling. Can these be easily removed without damage to the paint? I otherwise love this vehicle and want to buy it.

Yes you can remove vinyl. There's always the off chance that you could damage the clear coat in the process. Use a heat gun and take your sweet time, or have a pro do it. You're also gambling on the condition of that paint under the vinyl.

Ask if it was ceramic coated before the vinyl was applied. I don't know why anyone would stick vinyl on their car without it.
